Ford Response to Estimating Committee Questions
Las Vegas, Nevada— November 28, 2001

The following is the Ford Motor Co. response to the CIC estimating committee, please note that this information applies only to our USA market:

Urethane Installed Glass:

*Ford generates labor time allowances for glass via actual time studies.
*"Average" technicians (not glass or body shop specific) are used to develop the times. *We have not compared our Service Labor Times to those of NAGS.

Porcelain Black-Out on Glass:
*Porcelain Black-out protects the urethane adhesive against from Ultra-Violet rays.
*Repairing the ceramic "Black-out Paint" is not recommended. Black-out repair material will not provide the required bond to glass, therefore, there is no approved repair procedure.

OEM Service Information:
*Ford publishes "Service Labor Time Standards" based on actual time studies by "average" technicians.
*Ford and Lincoln Mercury Dealerships have a procedure available to them to "question/challenge" the established labor time. A "Dealer Request for Review" form is completed and submitted by the technician when there is a question/concern regarding the time standard, the form is acknowledged and based on the number of inquiries and other criteria (such as the number of warranty claims), a labor time "re-study" is completed. Any revision to the time is then made, the technician is notified and the new time is published for all dealers.

OEM Warranty and Database Items:
*Ford only provides Service Labor Time Standards for repairs that would be completed as "warranty". Warranty repairs would be repairs to correct a defect in material or workmanship from the factory. Ford does not time-study or publish Collision labor times.

Date Base Time Allowance Inquiry:
*Not applicable as Ford does not publish collision labor times. Only Ford, Lincoln and Mercury dealership personnel can challenge a published Service Labor time via the method described earlier.
